The Electronic Municipal Market Access, known as EMMA, is the official source for municipal disclosures and market data.  EMMA was established by the Municipal Securities Rulemaking Board (MSRB) in order to increase transparency and availability of information about municipal securities to the public.  

The MSRB works with a number of other organizations to promote and enforce market transparency, including the Securities and Exchange Commission (SEC), Financial Industry Regulatory Authority (FINRA), Board of Governors of the Federal Reserve System, Federal Deposit Insurance Corporation (FDIC), and the United States Department of the Treasury's Office of the Comptroller of the Currency and Office of Thrift Supervision.  Together, these organizations have established and enforce a set of regulations to properly inform and protect investors in municipal securities.
